Key Obligations & Timeline

The PPWR introduces restrictions and standards that roll out in distinct, time-sensitive phases:

Phase 1: From August 12, 2026 (Currently Enforced)

Mandatory Declaration of Conformity (DoC): Importers and economic operators must provide a written DoC alongside complete technical documentation for every single piece of packaging (including transport pallets and stretch wraps) entering the EU. These documents must be archived for 5 years after the last item is placed on the market.

Hazardous Substance Control: Heavy metals (Lead, Cadmium, Mercury, and Hexavalent Chromium) are capped under ultra-strict combined limits.

PFAS Ban in Food-Contact Packaging: Forever chemicals (PFAS) are strictly prohibited from packaging directly touching food or food additives.

EPR (Extended Producer Responsibility): Mandatory registration and periodic volume reporting in each EU state where products are sold.

Phase 2: Starting 2028

Unified QR Codes & Labeling: Country-specific recycling icons will be banned. All packaging must feature standardized EU-wide pictograms declaring material composition alongside a QR code for digitized tracing.

Phase 3: Starting 2030 (The Major Deadline)

100% Recyclable Design (DfR): All packaging must comply with the "Design for Recycling" guidelines and will be graded (A, B, C). Grade D or lower will be banned from the market.

Minimum Recycled Content: Plastic packaging must incorporate mandatory minimum percentages of Post-Consumer Recycled (PCR) plastics (typically around 30%).

Empty Space Ratio Capped at 40%: E-commerce and transport packaging cannot contain more than 40% empty space. "Oversized boxes for small goods" are completely banned.

Single-Use Plastic Bans: Specific items will be outlawed, including single-use plastic condiments in restaurants, miniature hotel toiletry bottles, and plastic wraps for fresh fruits/vegetables under 1.5kg.
