What is PPWR?

The PPWR (Packaging and Packaging Waste Regulation) is a binding environmental law introduced by the European Union to tackle the growing crisis of packaging waste and drive the transition toward a fully circular economy. It officially entered into force on February 11, 2025, and became fully enforceable on August 12, 2026.

The Core Shift: "Directive" to "Regulation"

Old System (PPWD): Previously, the EU used the Packaging and Packaging Waste Directive. This allowed each EU country (like Germany or France) to write its own domestic rules, creating a fragmented market with confusing, country-specific recycling systems and labels.

New System (PPWR): As a Regulation, the PPWR is directly applicable to all EU member states simultaneously. It completely harmonizes packaging laws across Europe, creating a single set of strict market entry rules and upgrading penalties for non-compliance.
